Need a convention for a flag indicating whether a deployment is for Central or Edge.  Some known DMaaP examples are provided, but we expect that this is a common requirement across all components.

We desire to have one set of charts, which will be used for deployment in Central and Edge.

But:

• Some components don't deploy in Edge. (e.g. DMaaP DR Prov, DMaaP Bus Controller)
• Some components do "something special" when deployed in Edge.  Something special might be, for example, a registration procedure.  (e.g. DMaaP DR Node) Or, a different value for an input. (DMaaP MR)

So, all Helm charts should be able to rely on the same indicator to drive their behavior.
