CVE-2018-20699 Docker vulnerability

      While OOM is not directly responsible for infrastructure, we do document a Cloud Setup as part of our official OOM readthedocs. This is where software versions for k8s, helm and docker that are used by the Integration Team to verify ONAP are listed. 

      This defect is to track a Docker vulnerability (https://nvd.nist.gov/vuln/detail/CVE-2018-20699) that should be taken into consideration when selecting the version of Docker to be used in the Dublin Release for testing and documentation purposes.

      in OOM-1785 I am prototyping kubernetes 1.13.5 as part of RKE 0.2.1
      We just merged a non-HA version of kubernetes 1.11.5 support in RKE 0.1.17 in https://git.onap.org/oom/tree/kubernetes/contrib/tools/rke/rke_setup.sh
