As a part of OOM-1598 RKE would be the new way how to create a k8s cluster for Dublin.

RKE is now almost ready from OOM perspective (some HQ attempts ongoing)

DoD: create another playbook instead of rancher_kubernetes.yml and make it default way of deployment for Dublin.

Note: I believe that we can spent some preparation effort for that but logically this should land-up in future Dublin branch, so we might need to create a Casablanca branch before proposing such Dublin specific changes ...
