With each ONAP release, the helm chart versions are bumped up to align with the major release versioning strategy. For example, 4.0.0=Dublin, 5.0.0=El Alto.

With 100s of helm charts that need to be touched each release, and the fact that they will be owned by the project teams and no longer centrally managed, we need a way to easily update the Chart.yaml and requirement.yaml files.

This task is to investigate if helm chart generation can help in this activity and if so, provide support for it.
