As part of REQ-385 work, the 1st step is to upgrade the OOM Helm charts to support K8S 1.17 APIs.

Exact goal is to update the Helm charts in such a way, that they can be executed on K8S 1.15 and K8S 1.17 at the same time.

We are targeting a simple API upgrade, to allow upgrading to K8S 1.17, before we execute a more complex redesign of Helm charts to use Helm charts templates.

This shall allow to make smaller steps, and troubleshoot potentially smaller issues, before we do larger steps.

On top of OOM Helm charts update, there is as well an updated needed in the DCAE CFY K8S Plugin - which is tracked in DCAEGEN2-2309 Task in DCAE project (see links).
