As a developer I need the ability to deploy the latest code, using latest images. We should provide a way to easily deploy pods with latest images

We suggest passing values.yaml file to "helm install" that overrides the release images currently in the master branch values files

Sync with manifest file maintained outside of OOM
TODO: manifest URL (CFV to yaml version of this can override images in child yamls)
