As an ONAP operator, I want to automatically scale ONAP components when thresolds are met so that I can provide better service quality with minimum operations resources

Acceptance Criteria

• Ability for the operator to configure and enable auto-scaling for each ONAP platform components 
• Auto-scaling should support different scaling algorithms:
  • Scaling up
  • Scaling down
  • Scaling out
  • Scaling in
• Auto-scaling must be configurable by operator and include options such as:
  • Scaling within a data center
  • Scaling across data centers
  • Support affinity/anti-affinity configurations
• Auto-scaling notifications shall be sent so that operators are informed of the resources available/consumed by the ONAP platform components.
