add K8s job completeness utility

      Porting over the work of the SDC team into OOM.

      They added a K8s job to initialize the CS and ES DBs.  There is a a need to monitor these jobs for completion hence the python utility based on the current container readiness script.

      Instead of a config map, we should bake this tool into the readiness image for wider use
