SDN-C db schema and sdnctl db user are not reliably being created when the replicaCount for mysql is greater than one.

Currently at deployment time, connections to the MySQL datastore are being done through the mysql service, which means it could connect to a read-only slave instance.  If this happens, required database objects do not get created.

Connections should be made to the master instance only, which allows write operations.
