Roger did an analysis of some recent restarts of SDC-BE - will try upping the timing to see if we can avoid the resultant heathcheck intermittent failures.

@michaelobrien we may be able to fix some of the sdc and portal health problems with simple changes to the timing of the readiness probes. We could add an override file with content like this:
