In the current implementation, the Translator, Sovler, Reservation microservices polls the "plans" table synchronously as the homing request goes through the translating, solving, and reserving states respectively (https://wiki.onap.org/pages/viewpage.action?pageId=16005528#HomingandAllocationService(HAS)-LifecycleofaHomingrequestinHAS)

Instead, we would like to have our messaging mechanism (MUSIC) notify HAS components that a plan is ready for consumption in a certain status.
