Ensure alignment of VF-C homing requests with the homing specification.

Specifically,

The homing API calls need to be compliant with the Homing Specification (OOF-HAS Homing Specification Guide).
(ii) The decomposed service models and resources should look similar to the current SO decomposition.
(iii) The policy models need to align with our currently supported models.
(iv) The data models should be aligned with the current resource/information models in AAI and MultiCloud, in order to reuse the existing constraint plugins.
