Refactor the Create Schedule API to expose the details of the CM workflow messages to be presented to SO.

CMSO is currently designed to callback the creator of the workflow messages without examining the contents. It is the workflow creator's responsibility to schedule the workflow request. Since CMSO will now be responsible for scheduling the workflow request, it will need to examine the contents of the workflow data in order to schedule the work with SO.
