OOF Policy Filtering Does not Work

      OOF loads policies from Policy Framework but they are not considered by OOF. In a result generated request. i.e. placement request is default one and only includes parameters from OSDF request. Tested with a workaround for policy API authentication. Without that policies are not even retrieved from Policy Framework
