OOF is failing a mandatory security test root_pods.

Failing pods/containers:

• POD: onap-oof-has-etcd-0 container: oof-has-etcd uid: 0(root)
• POD: onap-oof-has-etcd-2 container: oof-has-etcd uid: 0(root)

Project must either:

• change the pod to not run as root, or
• submit an exception in the root_pods exception file following the instructions in https://wiki.onap.org/display/DW/ONAP+Security+Exception+Process
