This task is to upgrade to the recently released oparent which added dependencies beyond guava.

The most significant change is jetty from 9.3.* to 9.4.* - there are minor code changes to policy/common. Cleanup for the mariadb is going to be done.

In addition, there is an upgrade in Jacoco that may expand our JUnit code coverage.
