As an ONAP Policy contributor, I want to add support for https secure communication for all the endpoints in policy/distribution application so that we meet CII Silver Badging requirements.

There are 2 components in policy/distribution that have internal communication:

1) SDC Client SDK - we should work with that team for a version of the SDK that supports HTTPS.

2) Healthcheck and statistics endpoint - need to add support for HTTPS for these endpoints.
