As a Policy Platform Developer, I would to create the RESTful API entry points for HealthCheck and Statistics in the API Engine code so that a CSIT test can be developed and S3P stability/performance tests can be developed to test the API Engine.

 Acceptance Criteria:

• Code implementation in policy/api of RESTful API using policy/common code that the SDC Service Distrbution application uses (may be done)
• Logging v1.2 requirements
• https://wiki.onap.org/display/DW/ONAP+API+Common+Versioning+Strategy+%28CVS%29+Guideline
• CSIT test exists for this repo that tests RESTful GET on both HealthCheck and Statistic entry points.
• Work with S3P developer so they can develop the tests. 
• Documentation
• Helm chart created for policy/api component
