The spec suggests /etc/onap/<component>[/<subcomponent>]/<provider>.xml although recognizes that compliance is low.   This requirement can be met (per spec) by providing an environment variable for their location.

A similar assumption is using lower case since the spec seems to recommend it in comments section.
