Most of the policy repos have a version of PapRestServer.  This class should be renamed and moved to policy/common, and the other copies deleted.  In addition, PapRestServer can be simplified by deriving from ServiceManagerContainer.  As part of the process, a getName() method should be added to the HttpServletServer interface.
