The Integration team's testsuite repo needs to be updated to include all the new Policy components Health Check.

The following files will need to be touched:

robot/testsuites/health-check.robot

robot/resources/policy_interface.robot

Requirement #1: Existing health check must remain for current components. That is, Drools PDP consolidates and reports the health check for policy/engine components (legacy pap, brmsgw, console, gui, legacy xacml pdp).

Requirement #2: Create individual health check for new ONAP components: api, pap, apex, xacml, and distribution.

In El Alto, we will upgrade the PAP component to report health check for all the components in a single call.

NOTE: The changing of the other tests are covered in another JIRA.
