Currently, PdpUpdate contains a policy list that is meant to replace whatever policies a PDP currently has.  Messages could be streamlined and performance enhanced in the PDPs if there was a way to send just the new & deleted policies.

In the process of implementing this, the PDPs should be updated to provide a correct success/fail indication in responses to PAP so that the entire list of policies does not have to be included in the response.
