Drools rules should not timeout when given timeout=0 - should be treated as infinite

scale out testing - the drools rule had operation timeout value of 0. There was an overall control loop timeout of 36000 specified which covers the condition. The rules generated a timeout of 0 which the rules would timeout immediately. Instead should just not timeout at all. An SO request ended up being generated despite the timeout occuring and no cleanup happened. Thus, multiple requests were being sent to SO.
