XACML PDP must be able to retrieve Policy Type from API

As an ONAP Policy Developer, I need to add functionality into the XACML PDP engine to retrieve a given Policy Type so that Decision applications can dynamically determine which attributes are "matchable" and thus be able to translate policies for that Policy Type during runtime without attributes being hard coded into the platform.
