Boost policy/apex-pdp JUnit code coverage

      As an ONAP Policy Developer, I would like to improve the JUnit code coverage of apex-pdp which is currently at 77%.

      Targeted coverage may be around 85%.

      –

      code coverage is 79.4% after finishing sub-task POLICY-1962.

      Close this ticket in EL Alto release, 

      In next release, duplicated code refactoring is planned, and unit test coverage improvement will go on according to the changes.
