    Description

      This would only affect legacy PAP provisioning through an BRMSGW path, in the unusual situation where as the PDP-D is coming up, there are provisioning operation taking place through the brmsgw legacy path that asks a controller to perform a live upgrade of the rules jar while the drools infrastructure for that controller is coming up.    This is highly unlikely in ONAP and soon a deprecated scenario.
