As an ONAP Policy Developer, I would like to change the optimization application in the xacml-pdp so that a Decision API call results in a "best matches" return of a single policy per Policy Type that inherits from the onap.policies.Optimization base policy type.

For HPA Policy Type: Intel would like to use policy-type in "resources" Decision API call to retrieve their policy types.

Confirm that for other POlicy Types (Avteet): they would like best matches for a set of the other Policy Types.
