As an ONAP Policy Developer, I want to add a parameter to the Decision API for "monitor" application so that DCAE can make repeated Decision API calls that return only an abbreviated list of policies (eg metadata Policy Id and Version) without the actual contents of the policies (eg the Properties).

For simplicity and performance reasons, if there are dozens of microservice policies deployed, and only one (or very few) change, then only returning the list of policies.
