PAP loses synchronization with PDPs

    Description

      It seems after a lab being up for several day, PAP loses synchronization with PDPs. 

      Invoking:

      curl -k --silent --user '<user>:<passwd>' https://policy-pap:6969/policy/pap/v1/pdps

      shows desiredCount=1, but currentCount=0.

      Monitoring the DMaaP channel it shows that PDP-X, PDP-A, and PDP-D are ACTIVE and sending heartbeats.

      PAP throws Exception on the heartbeats as it does not expect them from PDPs.

      This has been seen sporadically in integration and policy labs
