As an ONAP Policy Policy Designer, I want to determine the best strategy (eg coordination vs resource locking) so that 2 control loops do not execute at the same time.

As a result, work may be needed to install a new coordination policy and/or policy type. Or work may be needed to ensure that resource locking works correctly for the PNF's involved in the Control Loop.
