Expected behavior:

Policy health checks should be used to validate that policy controllers are running properly.

Actual behavior:

There might be scenario when Policy health checks response is a success despite controller is not running.

Example of one of this scenario:  Drools pdp is starting without internet connectivity and maven is not configured to be offline for usecases drools then remote maven repo pull is failing and the controller is not activated, but https://drools:6969/healthcheck is still 200 ok.
