This should not have to be done. Need to check the api/pap etc. to ensure they do not have the same requirement.

Change the codebase in xacml etc. to not expect base64 as the password and undo the mucking of the password to be base64. (Keep the oom change to ensure SQL_USER and SQL_PASSWORD update the xacml.properties file).
