Currently, if the overall control loop timer expires, drools-apps generates a notification on POLICY-CL-MGT, but that's all it does; it does not add a record to the operations history table nor does it generate a notification on DCAE_CL_RSP.

Drools-apps should be enhanced to do both.

Handle the "LOCK-LOST" case similarly.
