Create generic "match" application to support decisions for generic "matchable" Policy Types

      As an ONAP Policy Developer, I would like to create a generic application in which ONAP community can use to support generic "matchable" decisions so their policy types can be easily onboarded without a special application designed for their use case.

      Currently optimization extends the "matchable" translator to support "closest match" and naming application is its own application. However, there needs to be a generic "match" application for use case owners to utilize. This eliminates the need for the use case owner to incur any initial development cost if that is not needed.

      Acceptance criteria is a build a small application that supports any application that inherits from "onap.policies.Matchable" and responds to "match" decisions using the StdMatchableTranslator class.
