Most of the Actors have a parameter structure like:

  actor

    operations:

      oper1: params

      oper2: params

This is done so that additional parameters can be added at the actor level without clashing with any of the operation names.  ActorImpl, on the other hand, is missing the "operations" level.  To be consistent, the "operations" level should be added.
