Use command command-line handler across policy repos

Most of the Policy components use common mechanisms for loading, parsing, and validating parameter files listed on the command-line.  They should be modified to use a common class or method for this functionality.

Maybe roll in handling of common options, such as "-h", "-c", and "-v".
