Bug in the tests chain executed by the policy-clamp build.

The version of the robot framwork docker image we were using was not reporting properly the tests in error.

The version of the robot framework docker image must be frozen to avoid such issues and the robot framework logs must be dumped to Stdout so that it(s easier to that in the LF build
