Ignore jacoco and checkstyle when in eclipse

Incorporate the contents of the "m2e" profile in policy-parent:integration/pom.xml into the lifecycle-mappings of the relevant apex-pdp poms.  This includes the maven-checkstyle-plu and jacoco-maven-plugin.

These are not needed in eclipse, as checkstyle and sonarlint can be invoked manually.  In addition, they slow eclipse down a great deal when modules within apex-pdp are updated.
