First time when we try to deploy the second policy when there is already one existing, it fails to do so. But retrying to create and deploy policy, I could successfully deploy it.

Steps:
1. PDP Query - No Policy deployed.
2. Create and deploy Policy (policy1) with the same event name.

3. PDP Query - Policy deployed (policy1).

4. Create and deploy Policy (policy2) with the same event name (used for policy1).

5.  PDP Query - Only one APEX example policy deployed.

6. Create and deploy Policy (policy2) with the same event name (used for policy1 ).

7. PDP Query - This time policy2 is deployed. We have deployed two policy with the same event name.
