The issue is happening only when the first policy deployed to APEX fails due to a ParameterException (say invalid Parameter classes specified in the ToscaPolicy).

When this happens, APEX doesn't send a response back to PAP, and PAP tries to deploy the policy again to APEX. This time APEX reports back as the deployment was successful.

This has to be fixed. APEX should immediately return failure response back when the policy deployment failed.
