Components should not crash at start-up due to dmaap issues

      It appears that, if there is a connectivity issue with dmaap when various policy components start up, the components may crash.  This has been observed with xacml-pdp and may affect others, as well.  May not actually be related to dmaap.  Needs further investigation.

      Saw this in an email on onap-discuss (may or may not be the cause of the crash-loop):
