PDP-D: support configuration of overarching DMAAP https flag

PDP-D supports multiple DMAAP clients by default.   All of them must be configured to use https or http.    The work here is to create an overall configuration setting that allows to set default settings for all all them, so they can be changed with one single environment variable versus having to override all properties configuration files.
