Docker registry should be defined in the parent pom

The pom files in repos that build docker files have lines of the following form:

<docker.pull.registry>nexus3.onap.org:10001</docker.pull.registry>
<docker.push.registry>nexus3.onap.org:10003</docker.push.registry>

These values should be defined via properties in the parent pom.
