Topic source should not go into fast-fail loop when dmaap is unreachable

When dmaap is inaccessible for some reason, the topic source in policy-endpoints frequently enters a fast fail loop, using a lot of CPU and rapidly filling up the log.

This may be the source of the sporadic kubernetes crash-fail loops sometimes seen with the xacml-pdp pod.
