It occurs to me that it might be better if the heartbeat listener used a shared consumerGroup, like the statistics listener, so that only one PAP would make updates for a given heartbeat. I'd still probably keep the recently added statistics listener, as it provides a good "separation of concerns".

If we do that, should we rename the topic from POLICY-STATISTICS to POLICY-HEARTBEAT?
