The policy-jdk docker image is based off of the onap jre image. However, it then uninstalls the jre and installs both the jdk and python using apk. Unfortunately, that means it is not up to date for either of those packages, relative to the other onap images.

Instead, policy-jdk should build on the onap python image so that python, at least, will be up to date.
