PdpStatistics have a change on primary key/index, so needs to create/drop current index for PK, then add/drop columns related to index, and finally add new PK index

that goes for downgrade to Honolulu and upgrade to Istanbul.

Added some fixing on db-migrator for checking alter table sqls during upgrade
