In some installations, components may only use plain HTTP to talk to each other, provided that there is a sidecar or ingress logic that handles https and the certs.   A new environment variable HTTP_CLIENT_HTTPS will be used so actors and other HTTP clients can be configured with a single setting.   This doesn't preclude and installation to individually customizing an http client https settings directly in its configuration bypassing this global variable.
