Alignment the current Definition of TOSCA Control Loop Types  with https://github.com/onap/policy-clamp/blob/master/common/src/main/resources/tosca/ControlLoopTOSCAServiceTemplateTypes.yaml

Replace participant_id with participantType and add startPhase into Postman Demo collection, tests yaml template files and fix java code
