CLAMP_REST_URL environment variable is not needed

    Description

      The policy-gui docker image uses an environment variable (CLAMP_REST_URL). This is not needed, as a hostname can be directly used in the nginx config. If testing locally with clamp, the docker --add-host option can be used to attach to localhost. As such the variable is redundant and can be removed.
